• Cross-border higher education:

    Currently, through the Fundación del Saber (Knowledge Foundation), created by Law Decree 6 of February 10, 1998, the establishment of higher education programs and prestigious and high quality training centers is being promoted, and in addition to promoting their creation, granting concessions for their installation.  The degrees granted to the graduates of the centers for research, transfer of knowledge for use in productive activities and higher education are recognized by the Panamanian State.

    Law 30 of July 20, 2006 provides for the regulation of cross-border education in the country.  The same law establishes the following rules in the regulation process:

    -  The universities authorized by the Panamanian State that integrate with international educational corporations should communicate this to the Ministry of Education. (Article 41) 

    -  International and distance learning universities, with instructor led, semi-instructor led or virtual learning types that offer professional development courses and programs at the graduate or postgraduate level should have the necessary authorization from the Ministry of Education and a prior Favorable Report from the National Council for University Evaluation and Accreditation of Panama according the procedures established by Law 30 (Article 42).
