• DEFINITION OF KEY TERMS

    To facilitate the reading and an adequate interpretation of the Mexican High Education System, a definition of the terms used in this page is presented next.

    Entidad Federativa:  Geographical political division of the Mexican Republic where their habitants are ruled by its own independent government.

    Estatuto Orgánico:  A document where the basis of the organization are established as well as the rights and functions of an institution.

    Ley General de Educación:  A law that regulate the education imparted by the status.
    This regulation applies to both, public and private education.

    Ley Orgánica:  A set of legal rules established to regulate the functions of each institution of the High Education system.

    Instituciones de Educación Superior Públicas Estatales:  Institutions of High Education dependent of each political territory division.

    Instituciones de Educación Superior Públicas Federales:  Institutions of High Education dependent directly from the federal government through the Public Education Ministry, such as Universidad Nacional Autónoma de Mexico, el Instituto Politécnico Nacional y la Universidad Autónoma Metropolitana.

    Intitutos Tecnológicos Públicos:  A federal High Education System scattered through all the country.  This system provides technological oriented formation of high level (undergraduate and graduate programs).

    Instituciones de Educación Superior Particulares:  These institutions do not  receive financial funds from the federal government.

    Nivel 1: Highest level given by CIEES (Comites Interinstitucionales para la Evaluación de la Educación Superior).  An educational program with this level its the one that is ready to be accredited  under a criterion of quality program by an organism validated by COPAES (Consejo para la Acreditación de la Educación Superior).

    Plan  Nacional de Desarrollo:  This includes a set of strategies that move forward to established goals by the federal government to improve the quality of life of its people.

    Programa de Buena Calidad:  A program recognized and certified by an accredited organism authorized by COPAES.

    Padrón de los CIEES:  A roster of undergraduate and graduate programs evaluated by CIEES and classified according to quality parameters established in a reference manual.  The given levels are in the evaluation process are 1, 2 and 3; in which the level 1 means that the program is ready to be accredited.

    Personal Docente:  Institution personnel which function is the formal process of teaching.

    Red Internacional de Laureate International Universities:  It is an international group  of private universities recognized by its leadership  in the high education field.

    Universidades Tecnológicas:  It is an undergraduate system.  After finished high school and in a period of two years, the participat student obtain an associate degree that allowed the student to incorporate in the productive area and/or continue towards its bachelor degree.

    Universidades Politécnicas:  It is a high education system oriented to form professional technological leaders that contribute to the economic and social development of every region and the country.
